Caesar 3 is an isometric ancient Roman city-building simulation game developed by Impressions Games and published by Sierra, released in 1998 for PC. Widely regarded as the peak of the Caesar series. Players take the role of a Roman provincial governor tasked with constructing cities across the empire. You must plan road networks, residences, farms, aqueducts, temples, baths, theatres and trade facilities. Its signature core mechanic is the walker system: buildings send out patrol citizens, and houses only receive services when these walkers pass by. Two gameplay modes are available: campaign and sandbox free build. In campaign mode, you need to meet goals of population, finance, culture and security to get promoted. You also have to defend settlements from barbarian raids and appease Roman gods; angry gods bring disasters like plague and earthquakes. Citizens belong to different social classes. Housing upgrades automatically when enough services are provided, and players can trade goods for profit.
